Peter C. Lowitt, FAICP Peter Lowitt is Director/Land Use Administrator for the Devens Enterprise Commission, the agency charged with permitting the redevelopment of the former Fort Devens army base in Massachusetts. At Devens, Mr. Lowitt focuses on the sustainable redevelopment of the 4400-acre former army base. In this capacity he is developing the EcoStar environmental branding and achievement program to promote eco-industrial networking and green building. Prior to coming to Devens, Mr. Lowitt served as Director of Planning and Economic Development for the Town of Londonderry, New Hampshire (1993-1999) where he developed the Londonderry Ecological Industrial Park and the award winning Sustainable Londonderry Program. Mr. Lowitt is the chair of the Eco Industrial Development Council of North America and founding Chair of Green Roofs for Healthy Cities, the trade association of the green roof industry in North America. He has been active in the planning and economic development profession and was recently elected as a Fellow of the American Institute of Certified Planners. He has served as past-Chair of the Economic Development Division of APA, past President of the Massachusetts Chapter of American Planning Association, and is a former President of the New Hampshire Planners Association. He has published a number of articles including “Sustainable Londonderry,” 1998, proceedings of the APA National Conference and “Grafton Grows a BioTech Park”, 1993. He also co-authored an article entitled “A Planner’s Overview of Eco-Industrial Development” 2000 proceedings of the APA National Conference. He has lectured on sustainable economic development in New Zealand, Thailand, Europe, the Philippines, Vietnam and Canada. He is fully committed to sustainable economic development practices through good planning. Mr. Lowitt has a B.A. in history from Brown University (1979) and a M.A. in Community Economic Development from the Urban Environmental Policy Graduate Program at Tufts University (1992). He has attended the Economic Development Institute in Norman, Oklahoma and taught Environmental Policy at Worcester State College. He has received the State of New Hampshire’s 1998 Excellence in Community Development Award and also received the 1998 WasteCap New Hampshire 1998 Environmental Excellence Award. “Promoting industrial development and environmental protection seem to be diametrically opposed goals. Eco-industrial development is an opportunity to merge these two objectives. If we can successfully move the industrial sector onto the path towards a cleaner, greener future, then as a planner, economic developer, environmentalist and father, I am doing my job.”
