Ms. Pannetier’s technical expertise is based on more than 25 years of experience in the field of water resources, stormwater and water supply. She has special expertise as a water quality specialist, with a long career emphasis on projects related to the improvement of water quality. She has worked on many varied water resources and stormwater projects during her 25+ year career. Recently she assisted New Hampshire Department of Environmental Services in creating a comprehensive Water Resources Primer for the state legislature. The document covered all aspects of water resources, including groundwater, rivers, lakes and ponds, coastal areas, dams, water supply, conservation and flooding. The document is aimed at assisting the legislature in identifying priorities and understanding complex technical issues. Before that effort, Ms. Pannetier participated in the Massachusetts DEP Stormwater Policy revisions as the sole municipal engineering representative on the design of recharge subcommittee, and chaired the Municipal Plan Review Engineers Subcommittee in NH’s revisions to stormwater regulations. Ms. Pannetier has assisted some 17 Massachusetts communities in adopting new stormwater regulations to meet Phase II requirements. These have included bylaw adoption as well as changes to local design standards to reduce flooding impacts. She is now involved in several projects where social marketing, a scientific approach to public outreach, is replacing public education as the tool of choice for motivating watershed stakeholders to improve land use and home based practices. Pennichuck Water Works Watershed Management Plan. The development of a comprehensive watershed management plan for a 5-town urbanized area
Facilitated a working group consisting of varied stakeholders in developing an Innovative Street Specifications Manual designed to minimize urban impacts on the environment and on water resources
Obtained over $300,000 towards stormwater management grants in Arlington, Massachusetts
